Aberdeen Proving Ground Facility Reduction Program

KEMRON completed a $9.4 million Facility Reduction Program task order for the U.S. Army Corps of Engineers, Baltimore District, at Aberdeen Proving Ground (APG). The five-year project involved the environmental characterization, hazardous-material abatement, demolition, recycling, and restoration of 49 buildings and facilities totaling approximately 210,174 square feet across the Aberdeen and Edgewood Areas.

Prior to demolition, each structure was evaluated by a Maryland-registered Professional Engineer to determine structural stability. KEMRON then performed building-specific surveys for asbestos-containing material, lead-based paint, and other regulated materials and developed detailed demolition, abatement, erosion-control, environmental-protection, and waste-management plans. Twelve buildings were determined to be structurally unsafe to enter, requiring specialized demolition approaches, including approved wet-demolition methods coordinated with Maryland and federal OSHA.

Following abatement, KEMRON demolished the facilities and managed concrete, asphalt, metals, construction debris, ACM, and other regulated materials. Concrete-crushing operations were established in both the Aberdeen and Edgewood Areas, allowing approximately 10,989 cubic yards of clean concrete to be recycled and reused as backfill. Approximately 3,650 cubic yards of asphalt were also processed through project recycling operations.

Work was performed within an active military installation where intrusive activities required unexploded ordnance support and close coordination with APG and USACE personnel. The project team also encountered unexpected subsurface conditions, including white phosphorus and an unidentified subsurface vessel containing mustard-agent breakdown products. In each case, work was stopped, the condition was evaluated with appropriate installation personnel, and activities resumed only after the area was characterized and cleared for continued work. Specialized radiological screening was also incorporated at one facility based on its historical use.

Following demolition, all 49 sites were restored through backfilling, compaction, seeding, or placement of recycled crushed concrete. The project demonstrates KEMRON’s ability to integrate facility decommissioning, hazardous-material abatement, environmental demolition, waste management, recycling, UXO coordination, and site restoration within a complex federal installation.
